The drama is a Rope Ladder Fiction and Wall to Wall co-production for the BBC. The executive producers are Cameron Roach for Rope Ladder Fiction, and Gaynor Holmes and Jo McClellan for the BBC.

The BBC stated that the Manchester base underlined its commitment to make more programmes across the UK and boost drama production skills in the region.

Since production restarted on the series, 10 trainees on the Waterloo Road production trainee scheme have completed 6-month placements across 10 skill areas.
